It is very significant that of the 41 countries for which France is the leading lender, no fewer than 28 are members of the organisation. Paris is the leading lender to Africa and the Middle East, for which it provides 24% of the regions' international private borrowing requirements. On the other hand, it is noticeable that France is the leading lender for Japan, which absorbs 16% of French international private loans. I'll suggest you read it too, because you seem to miss the point.
