I understand that air-conditioning is not as ubiquitous as in the United States, but for the love of G*d how hard is it for the government to set up temporary air-conditioned shelters for the elderly and/or broadcast warnings asking people to check on their elderly neighbors and drink X many liters of water? That is what we do in the United States. We have entire regions of our country that reach 90F eight months out of the year with barely an incident. Moreover, the east coast of the United States from Maine to Virginia regularly reaches that temperature for at least two weeks or more every year and they were densely populated long before air-conditioning! It really isn't all that dangerous. How do TEN THOUSAND people die? That is one-fifth the body count of total United State's casualties in Vietnam over a decade!
