I agree with you that there's a flavor of propaganda in this article...
However, as regards your impression that Matthew seems to discover Arab to Arab problems, I disagree: In the article, I dont' see any expression of surprise from the author (Matthew) on the fact that this is an Arab-on-Arab attack... Even the title is very factual... and does not "resonates" at all.
